The information was provided to Lusa by Marta Martins da Silva, the president of the parliamentary inquiry commission (CPI) tasked with investigating the political and management responsibilities of the National Institute of Medical Emergency (INEM).
PSD, Chega, PS, Livre, IL, PCP, and CDS-PP were required to submit their lists of individuals to be interviewed and documents for review by 5:00 PM today.
As of now, Lusa has obtained the documents from five parliamentary parties, excluding those from PSD and Chega.
The PS has proposed hearings of former government officials Marta Temido and Manuel Pizarro, as well as the current Minister of Health, Ana Paula Martins.
The Socialists delivered a list containing 28 names, expressing a desire to hear from, among others, the former executive director of the National Health Service (SNS) Fernando Araújo, the ex-president of INEM Luís Meira, the former president of the Portuguese Firefighters League Jaime Marta Soares, and the former president of the National Authority for Emergency and Civil Protection (ANEPC) Duarte Costa.
The IL submitted a list with over 50 names, emphasizing a wish to hear from the ministers of Health since October 2019: Marta Temido, Manuel Pizarro, and Ana Paula Martins.

The liberals additionally seek testimonies from, among others, the recent secretaries of state overseeing INEM: Cristina Vaz Tomé, Margarida Tavares, and António Lacerda Sales.
IL also intends to invite former SNS executive directors Fernando Araújo and António Gandra D’Almeida, as well as the current one, Álvaro Almeida.
The party also aspires to hear from Leonor Furtado, chair of the independent technical commission of INEM.
Libre, which submitted a list of 27 individuals to the CPI, also intends to interview the last three Ministers of Health, along with former and current leaders of INEM.
The party requests testimonies from INEM’s official accountants since 2019, INEM’s certified accountants for the past six years, the Portuguese Association of Hospital Administrators, INEM’s Workers’ Commission, the Medical Association, the Nurses’ Order, and the Union of Pre-Hospital Emergency Technicians.
The PCP parliamentary group, having chosen nine names for interviews, plans to hear from Marta Temido, Manuel Pizarro, and Ana Paula Martins.
Aiming to interview former INEM presidents Luís Meira and Vítor Almeida, the communists also wish to hear from the current president of the institute, Sérgio Janeiro, the Portuguese Nurses’ Union, the National Federation of Public and Social Functions Workers’ Unions, and the National Federation of Doctors.
The CDS-PP, presenting a list with 14 names, also intends to interview Marta Temido, Manuel Pizarro, and Ana Paula Martins.
In addition to former and current INEM officials, the Christian Democrats want to interview former Socialist Finance Ministers Fernando Medina and João Leão and the current Social Democratic minister, Joaquim Miranda Sarmento.
The CDS-PP also seeks to hear from the inspector general of Health Activities Inspection, Carlos Caeiro Carapeto, the inspector general of Financial Inspection, António Ferreira dos Santos, and Leonor Furtado, head of the Independent Technical Commission of INEM.
On July 11, IL’s request for the establishment of this CPI was approved with votes in favor from Chega, IL, Livre, PCP, BE, PAN, and JPP, with abstentions from PSD, PS, and CDS-PP.
The commission comprises 24 deputies: eight from PSD, five from Chega and five from PS, two from IL, two from Livre, one from PCP, and one from CDS-PP.
The deputies have 90 days to determine the political, technical, contractual, legal, and financial responsibilities concerning INEM, including its actions during the strike at the end of October and beginning of November 2024.
