Passos and Sousa Pinto coordinate study on political system reform

The ACP-CCIP has announced plans to launch two significant studies of national strategic interest, with results expected to be publicly presented in the last quarter of 2026.

The first study aims to evaluate the necessity for a reform of Portugal’s political system and the roles of holders of sovereign offices.

The association seeks to contribute to an extensive reflection on the functioning of Portuguese representative democracy, addressing crucial issues such as the quality of representation, political accountability mechanisms, and the institutions’ ability to meet contemporary social and economic demands.

The second study will comprehensively analyze the structural reforms deemed essential for overcoming persistent barriers to the country’s modernization, both economically and within the state’s administrative sphere.

These projects are supported by the scientific contribution of the Católica Porto Business School and the Faculty of Economics of the University of Porto, coordinated by former PSD leader Pedro Passos Coelho, ex-PS deputy Sérgio Sousa Pinto, and Nuno Botelho, president of the ACP-CCIP.

“The formation of this team reflects the ambition to ensure a plurality of perspectives, analytical depth, and legitimacy in democratic debate”, the statement notes.

Quoted in the same statement, Nuno Botelho, president of the Commercial Association of Porto, emphasizes that these studies “are of high relevance to the present and future of Portuguese democracy, as they rigorously and independently aim to identify the main blockages and potential paths for reforming our political system and modernizing the Portuguese state.”

The association further states that the development of these studies is part of the priorities outlined for the new management term, reaffirming the institution’s commitment to producing rigorous knowledge and enhancing public debate in key areas for the country’s development.
