
During the first hour of voting on the State Budget for 2026 (OE2026) in its third day of detailed examination in parliament, the communist bench succeeded in having ten amendments approved, mainly measures for specific infrastructure developments across various regions.
The budget commits the government to ensure “the necessary funding for the completion of the electrification and modernization of the Oeste Line [in its entirety],” for its “interconnection with the Northern Line and the High-Speed Line,” alongside three validated proposals for road infrastructure redevelopment.
Initial procedures were approved for the redevelopment of the IC1 between Palma and Alcácer do Sal (South), the commencement of construction on the IC 31 as a toll-free highway ensuring the connection from the A23, Alcains (Castelo Branco), to the Termas de Monfortinho (Idanha-a-Nova) for better linkage to Spain, and the redevelopment and duplication of the IP3 between Coimbra and Santa Comba Dão.
Another initiative was passed for the government to start construction works in 2026 on the hydraulic circuit of Vidigueira and its irrigation block. The Administration Board of the Alqueva Development and Infrastructure Company has been authorized “to initiate the necessary procedures for the construction process.”
An initiative to implement the consolidation and enhancement plan for the Anta Grande do Zambujeiro (in the Union of Parishes of Tourega and Guadalupe, Évora) was also approved.
The PCP secured another approved measure for the redevelopment of the Seaport of Vila Praia de Âncora (in the municipality of Caminha) and one concerning the restoration of the original conditions of the ecosystems and biodiversity of the Rio Pepim, Aveleda, Bragança.
The PCP also saw the approval of a measure compelling the government to create, in the following year, a ten-year framework plan for acquiring aerial resources for civil protection, including fire combat and search and rescue operations.
The Chega party had a proposal approved for an assessment, in the first quarter of 2026, of police stations in Madeira and the Azores needing redevelopment. This was approved with opposition votes from the PSD and CDS-PP, abstentions from IL, Livre, and PCP, and support from other benches.
The Chega’s initiative also included commencing necessary interventions identified in this survey; however, this section was rejected with opposition from PSD and CDS-PP and abstentions from PS, Livre, IL, PCP, and PAN.
