The outgoing Minister for Parliamentary Affairs and candidate for the Porto City Council, Pedro Duarte, expressed his satisfaction with the progress being made by the government and local authorities to address the issue of heavy traffic and the high number of accidents on the VCI (Via de Cintura Interna) in Porto.
“Finally, the Government and the Porto Metropolitan Area are beginning to resolve the dramatic traffic problems on the VCI. A very positive solution for mobility, the environment, and road safety,” Pedro Duarte wrote on the platform formerly known as Twitter.
Speaking to journalists after Thursday’s meeting with the Minister of Infrastructure, Miguel Pinto Luz, the Mayor of Porto, Rui Moreira, explained that the concept of “tendentially free” for the VCI applies both to the differentiation between goods and passenger vehicles and to specific times of the day.

Rui Moreira believes that “it might not” be worthwhile to apply an exemption for “a vehicle that passes between 03:00 and 04:00” on the VCI.

Miguel Pinto Luz announced the formation of a working group that will work on these measures over the “next five or six months”.

Since at least September 2024, the current government has been striving to find a “definitive solution” to the traffic problem on the VCI, holding meetings both individually and collectively with the local mayors on this issue over the past months.
