Police demonstrate in Lisbon (with GNR officers’ association)

A national protest of police officers is set to begin around 16:00 at the national headquarters of the PSP and will conclude at the Ministry of Internal Administration (MAI), where union leaders will present a list of demands.

The protest is organized by the Sindicato dos Profissionais da Polícia (SPP), the second largest union of the PSP, and will include other police union structures, namely the Sindicato Nacional da Polícia (Sinapol), the Sindicato Independente dos Agentes de Polícia (SIAP), the Associação Sindical Autónoma de Polícia (ASAPOL), and the Sindicato de Polícia Pela Ordem e Liberdade (SPPOL). The latter two lack governmental negotiation rights due to insufficient representativeness, and the Associação Nacional dos Oficiais da Guarda (ANOG), participating in a protest for the first time.

The matter arises from the absence in the State Budget for 2026 (OE2026) of solutions to issues affecting police officers, as noted by SPP president Paulo Macedo.

Among the most severe issues, according to the union, are the unfulfilled retirement entry age, a shortage of candidates for police training courses, and low salaries.

Paulo Macedo advocated for an increase in the base salary and allowances, which have remained unchanged for 15 years, arguing these should be included in the OE2026.

These two points are part of negotiations with the MAI, yet SPP’s president stated there have been no negotiations with the government, accusing the minister of delaying the resolution by excluding them from the State Budget.

An agreement that increased the risk allowance was signed in July 2024, but since then, union structures claim no negotiations with the government have occurred.

In an unprecedented move, the ANOG, which represents officers of the Guarda Nacional Republicana and has always maintained a reserved position, will participate for the first time in a protest.

ANOG president Tiago Gonçalves Silva mentioned that GNR officers will be present as issues in the GNR “are identical” to those in the PSP.

“We cannot ignore problems that need resolving, and as the State Budget will be discussed, our presence is justified,” he stated, emphasizing ANOG’s intent to be more active in protecting the rights of GNR personnel.

Tiago Gonçalves Silva also noted that dissatisfaction spans from senior ranks to individual officers.
