Populous municipalities stand out: Where did housing prices increase the most?

Housing prices accelerated in 16 of the 24 municipalities with over 100,000 inhabitants in the first quarter, with Santa Maria da Feira and Cascais leading the largest increases, reported the National Institute of Statistics (INE) on Wednesday.

According to the Housing Price Statistics at the Local Level, during the first three months of this year, the municipalities of Lisbon (€4,492/m2), Cascais (€4,477/m2), Oeiras (€3,983/m2), Porto (€3,066/m2), and Odivelas (€3,048/m2) recorded the highest housing prices.

INE noted that all municipalities with over 100,000 inhabitants in Greater Lisbon, Setúbal Peninsula, and the Porto Metropolitan Area (except Santa Maria da Feira and Gondomar) registered median housing prices above the national value, which stood at €1,951 per square meter (€/m2).

From that group of 17 municipalities, five reported year-on-year growth rates higher than the national average (18.7%): Santa Maria da Feira in the Aveiro district (27%), Maia in the Porto district (22.7%), Oeiras in the Lisbon district (21.4%), Seixal in the Setúbal district (19.9%), and Loures in the Lisbon district (18.9%).

Meanwhile, the largest decrease in the year-on-year growth rate recorded in the first quarter occurred in the municipality of Funchal (-30.2 percentage points).

The municipalities of Lisbon and Porto recorded declines of 1.1 and 2.0 percentage points in year-on-year change rates from the fourth quarter of 2024 to the first quarter of 2025.

In the first quarter of 2025, the median price of the 40,163 family dwellings transacted in Portugal was €1,951/m2, following a growth rate of 18.7% compared to the first quarter of 2024 (15.5% in the previous quarter).
