Portugal and Monaco want to deepen their relationship during Marcelo’s visit.

The agreement, signed by Secretary of State for European Affairs Inês Domingos and Monaco’s head of diplomacy Isabelle Berro-Amadei, aims for Portugal and Monaco to enhance “permanent dialogue between each other, particularly by identifying privileged areas of cooperation,” strengthening “partnerships in fields such as economy, trade, investment, science, the oceans, and the environment,” among others that may be determined.

The parties also commit to “promote the development, presentation, and implementation of projects of mutual interest, carried out within the framework of international organizations and existing initiatives,” and encourage “political-level visits” to “deepen bilateral relations and common interests in the international agenda.”

On Thursday night, upon arrival in Monaco, Marcelo Rebelo de Sousa highlighted topics to be discussed with Albert II, including climate change combat and environmental and ocean protection, lamenting that these subjects have ceased to be a priority “in the last two years,” noting that “Monaco has been a constant supporter of Portugal” and its fight for the environment, climate, and oceans.

At the invitation of Prince Albert II, the President of the Republic embarks on a State visit to Monaco today, marking the first such visit by a Portuguese head of state to the Principality and one of the last in his term, which concludes in about three and a half months (March 9, 2026).

Marcelo was received in the morning at the Prince’s Palace of Monaco by Albert II, in a ceremony featuring military honors, anthems, and a review of the honor guard, followed by an audience, the exchange of decorations, an official lunch, and the signing of the bilateral cooperation agreement.

In the afternoon, the President visits a photographic exhibition on King D. Carlos, who was acquainted with Prince Albert I, the great-great-grandfather of the current monarch, sharing their passion for oceanography. He also attends the unveiling of a bust of the former Portuguese monarch in the gardens of Saint-Martin, near the palace.

Subsequently, the head of state visits the Oceanographic Museum of Monaco, where later in the evening, he hosts a reception for the Portuguese community in the Principality, after which he returns to Lisbon.
