Portugal and Mozambique signed 22 cooperation agreements.

The two countries have also signed a protocol to provide a guarantee line for projects supporting sustainable development in Mozambique.

The ceremony held at the Palácio da Bolsa in Porto was attended by the Prime Minister of Portugal, Luís Montenegro, and the President of the Republic, Daniel Chapo, as well as around twenty ministers from both governments.

Another protocol involves revising the convention between the two nations to avoid double taxation on income taxes and prevent tax evasion.

The Portuguese government also signed an agreement with the Mozambican Bankers Association for implementing the financial support protocol of the Portuguese Cooperation Business Fund (FECOP), launched in Maputo in 2014, initially with a provision of 13 million dollars (11.1 million euros) to support business development.

A cooperation agreement in the tourism sector between the Portuguese Republic and the Republic of Mozambique was another instrument signed today, alongside others in the area of modernization and partnerships in governmental support and digital simplification of public services.

Portugal and Mozambique also signed cooperation protocols in the fields of road safety, water, and sanitation, as well as a memorandum of understanding for cooperation in communications.

Another memorandum of understanding (MoboMZPT) agreed between the Faculty of Engineering of the University of Porto and the Port Development Society of Maputo will facilitate cooperation actions for sustainable development in mobility and transport between Mozambique and Portugal entities.

The two governments also signed five more memoranda of understanding, including implementing the fourth phase of the Portuguese Cooperation Cluster on Mozambique Island, Nampula province, from 2026 to 2029, covering Diplomatic Training, Research and Exchange of Information and Documentation, toponymy improvement for enhancing Mozambique’s public administration, and between the Alqueva Development and Infrastructure Company (EDIA) and the National Irrigation Institute of Mozambique (INIR).

Other agreements concluded at this summit included renewing the cooperation protocol on school libraries and promoting reading, as well as a technical cooperation agreement between the ministries of Infrastructure and Housing of Portugal and Transport and Logistics of Mozambique, and a cooperation protocol in the domain of Maritime Affairs.

Protocols were also signed between entities from both countries in maritime security and research and a memorandum of understanding between Porto Business School (PBS) and the Mozambican Investment and Export Promotion Agency (APIEX, I.P.).

In the previous bilateral summit, held in September 2022 in Maputo, the two countries signed 18 legal instruments to strengthen cooperation.
