
Led by Sweden, the list compiled by consultancy Global Citizen Solutions (GCS) evaluates 200 countries and their passports based on three pillars: mobility, quality of life, and investment, according to a statement released today.
Under these criteria, Portugal ranks 28th globally, four places below its previous listing.
The Portuguese passport offers visa-free access to 124 countries, making it one of the most desirable in the world, with high scores in mobility and quality of life, states GCS.
The consultancy notes that the Portuguese passport ranks 13th globally in mobility and quality of life, but only 60th for investors.
Holders of the Portuguese passport have visa-free or visa-on-arrival access to countries such as the United States, Germany, France, China, Japan, Andorra, Austria, and Belgium, allowing almost instant global travel.
However, Portuguese passport holders require a visa to enter about 13 destinations worldwide, including Afghanistan, the Central African Republic, the Republic of the Congo, Algeria, Eritrea, Ghana, and Liberia.
Europe occupies nine of the top ten positions on the list in 2025, while the United States has experienced a historic decline, dropping thirteen positions (from 1st to 14th place) in the last four years.
This decline is attributed to political polarization and increasingly restrictive immigration policies.
