Process to try to close a landfill in Valongo goes to final arguments

The ongoing trial at the Administrative and Fiscal Court of Penafiel involves defendants linked to a complaint by the environmental association Jornada Principal. The Valongo City Hall stands accused of violating the Municipal Director Plan in 2007, allowing Retria to operate in Sobrado for inert material processing.

Also on trial are Recivalongo, alleged to have opened a landfill in 2012, treating all waste types, the Regional Coordination and Development Commission of the North for issuing operational licenses, and the Portuguese Environment Agency for allegedly ignoring public warnings of “environmental crime,” as stated in the case documents.

Today’s session concluded with testimonies from the Regional Coordination and Development Commission of the North, the Portuguese Environment Agency, and Vítor Sá, head of the Urban Planning division at Valongo City Hall at the time, according to sources.

The case was initiated in 2020 by Jornada Principal to shut down the Recivalongo-managed landfill in Sobrado.

Since 2007, Recivalongo has managed the Sobrado landfill, being accused in 2019 by the local population, Jornada Principal, and Valongo City Council of “environmental crime” after it was discovered to hold “over 420 licenses for all waste types.”
