
“A final opportunity will be given to the minister,” stated Paulo Santos, president of the ASPP, noting that if Maria Lúcia Amaral does not present concrete proposals effective from January 2026, the union will “abandon negotiations.”
The ASPP leadership, which met today to assess the outcome of the last meeting with the Minister of Internal Administration regarding the July 2024 agreement on the increase of the risk subsidy, has decided to advance with protests if the Government “does not present a concrete proposal” by November 28.
Paulo Santos mentioned that November 28 was the date suggested by the minister to present a proposal to the unions.
The ASPP president argued that this proposal should include a salary table, salary supplements, and an assessment ordinance, effective from January 2026.
In a statement released after the board meeting, the ASPP acknowledged the significance of the 2024 agreement, which allowed “progress in the value of the service and risk supplement” and “the projection of negotiation in salary tables and supplements.”
However, it regrets the “bad faith of the Ministry of Internal Administration, not only in pushing the salary increase to 2027 but also in the absence of any concrete proposal from the Government so far,” emphasizing that the State Budget for 2026 “is completely silent and closed concerning the agreement.”
The ASPP stresses that it will not allow this to occur only in 2027 “given the immense existing problems and the extension of this negotiation.”
