PS has more chambers, more mandates, and more votes in the metropolitan areas

The socialists secured victory in eight out of the 18 municipalities in the Lisbon Metropolitan Area (AML), encompassing regions in the districts of Lisbon and Setúbal. They achieved an absolute majority in Alcochete, Barreiro, and Loures, and a relative majority in Almada, Amadora, Moita, Odivelas, and Vila Franca de Xira.

The PSD won three of the largest municipalities in the country: Cascais (in coalition with CDS-PP), Lisbon (in coalition with CDS-PP and IL), and Sintra (in coalition with CDS-PP, IL, and PAN).

Citizens’ groups succeeded in four municipalities within the AML, achieving an absolute majority in Oeiras, where INOV25, led by Isaltino Morais and supported by the PSD, secured 61.94% of the votes.

In Setúbal, the citizens’ group SET-V 25, headed by former mayor Maria das Dores Meira and supported by the PSD, claimed victory.

The Montijo Municipality will be governed by the citizens’ group MVC, which surpassed Chega, the second most voted party, while in Mafra, #HML 2025, led by incumbent mayor Hugo Moreira Luís, who detached himself from the PSD, won by only 146 votes more than the social democrats.

The CDU (PCP and PEV) retained the municipalities of Palmela and Sesimbra, narrowly surpassing Chega by 183 votes and 147 votes, respectively, each securing the same number of mandates.

The Seixal Municipality will remain under CDU control, with Chega again as the second leading party.

In the Porto Metropolitan Area (AMP), which encompasses six municipalities in the Aveiro district and 11 in the Porto district, results were balanced: PS and PSD each claimed victory in eight municipalities, and CDS-PP secured Vale de Cambra.

In collaboration with CDS-PP and IL, the PSD also won two of the country’s largest municipalities in this metropolitan area, Porto and Vila Nova de Gaia, and prevailed in Maia with an absolute majority, as well as in Póvoa de Varzim and Trofa.

The PS obtained an absolute majority in Gondomar, Matosinhos, Paredes, Santo Tirso, and Vila do Conde, also emerging victorious in Valongo.

In the Aveiro district, municipality control was divided among PSD (three), PS (two), and CDS-PP (one).

The social democrats claimed an absolute majority running alone in Espinho and Santa Maria da Feira, and in São João da Madeira, where they were allied with CDS-PP, which independently triumphed in Vale de Cambra.

The socialists achieved an absolute majority in Arouca and Oliveira de Azeméis.

In terms of voting differences between PS and PSD across the two metropolitan areas, there was a distinction of 88,480 votes, with a larger disparity in the AML (72,008, equating to 81.3%) compared to the AMP (16,472).

Cumulatively, whether separately or in coalitions, PS garnered 133 mandates in the two metropolitan areas, while PSD obtained 108, with a greater disparity in the AML (23) and a closer margin in the AMP (two).
