
The amendments to the Government’s proposal, which will undergo further discussion in detail, were announced today to journalists by PSD parliamentary group deputy and vice-president António Rodrigues, alongside CDS-PP deputy João Almeida.
António Rodrigues stated that retroactivity was removed in response to the “public discussion” on this matter and the “opinions of constitutionalists.”
The PSD/CDS-PP Government’s proposal to revise the nationality law, which was sent for detailed consideration without a vote in July, included a provision for the new legal norms to apply retroactively from June 19.
The Constitution stipulates in article 18 that “laws restricting rights, freedoms, and guarantees must be general and abstract and cannot have retroactive effects or reduce the scope or fundamental content of constitutional provisions.”
