PSP closes establishments during national inspection operation

The Public Security Police (PSP) conducted a series of inspections in June and July at restaurants, bars, event venues, and large-scale events. These actions resulted in the suspension of activities at two establishments and the temporary closure of another.

In a statement issued on Wednesday, the authority explained that the operation specifically focused on ensuring compliance with the legal framework governing private security.

One inspection, carried out at the beginning of the bathing season, targeted several bars along the Costa da Caparica shoreline in Almada. This resulted in the total suspension of activity at one establishment due to severe hygiene deficiencies and the partial suspension of another space for various non-compliance issues.

As part of an inspection directed at a restaurant and bar with night activities, in collaboration with the Maritime Police, also on Costa da Caparica, three serious infractions were detected. These were related to the operation of a video surveillance recording system without legal basis or approval from the National Data Protection Commission (CNPD), the absence of a formal contract between the event promoter and the private security company, and the failure to communicate the list of private security personnel to the competent police authority.

The PSP also conducted a joint inspection with various entities during the RFM SOMNII festival in Figueira da Foz, identifying several irregularities, particularly the non-communication of Spectacle Venue Assistants to the competent authority, violating obligations under the existing legal framework.

At AFRONATION 2025 in Praia da Rocha, Portimão, several discrepancies were identified, notably the non-compliance with conditions related to surveillance services with a sufficient number of specialized private security personnel, as legally required for such events.

Also at Praia da Rocha, working with the Portimão Police Division, a precautionary measure was applied, resulting in the provisional closure of a restaurant and bar under Article 12 of Decree-Law No. 135/2014 of September 9, following the verification of multiple legal breaches, specifically situations posing a grave and imminent risk to public safety.

At the BOOM Festival 2025 in Idanha-a-Nova, evidence of serious infractions by the private security company was collected, particularly concerning the video surveillance system, violations of CNPD guidelines, and the lack of a formal contract with the security director.

The PSP emphasized that these actions highlight the importance of coordinated efforts between the PSP and other security and inspection forces and services to ensure legality, public order, and calm in activities related to private security, as well as the protection of citizens’ fundamental rights, particularly in the context of large events and venues with high attendance.
