
The president of ASPP/PSP, Paulo Santos, has announced that according to the negotiation timeline proposed by the Ministry of Internal Administration (MAI), the first meeting to resume the negotiation process, which was interrupted by the fall of the previous government, has been scheduled with his group for October 6.
He noted that the invitations extended to other unions of PSP and GNR associations indicated that the first negotiation round is set to end on November 24, 2025. This timeline would allow a comprehensive review of the meetings from the first phase until the end of 2025, a schedule that ASPP/PSP believes will delay the entire negotiation process and jeopardize the implementation of new measures by 2026.
“If there are more rounds, it makes no sense. The ministry should adjust the provided schedule to conclude the interrupted negotiation as soon as possible, to enable implementation still in 2026,” stated Paulo Santos.
He also remarked that the meeting’s invitation implies the purpose of restarting both the negotiation process and the agreement reached in 2024 with the former minister.
In a recent statement, ASPP/PSP clearly opposed this negotiation timeline, criticizing it for deferring the negotiation outcomes, benefiting those hoping the process becomes unfeasible, and reflecting the Government’s apparent lack of interest.
They urged the MAI to reorganize the negotiation schedule, aiming for the first round to conclude by late October and for a comprehensive evaluation by November 15.
The 2024 agreement encompasses major issues such as revising pay scales, restructuring allowances, amending the performance decree, and revising career paths.
ASPP/PSP reiterated that the MAI could either engage with serious and constructive entities or negotiate with those who object to all proposals and act only out of survival instinct, thereby fueling dissent.
