Punished by Ukraine, Russian Oligarch Waits to Become Portuguese

Gavril Yushvaev has a criminal record, is accused of links to organized crime, and is seeking Portuguese naturalization under Sephardic law. The case was filed in 2020 and is still pending.

Five months after being sanctioned by Ukraine’s National Security and Defense Council for his close ties to Russian President Vladimir Putin, multimillionaire Gavril Yushvaev, who holds Russian and Israeli citizenship, is still waiting to be naturalized in Portugal under Sephardic law, which grants citizenship to descendants of former Jews who lived on the Iberian peninsula at the end of the 15th century. The oligarch has a criminal record and has been singled out, notably by the Spanish government, for being linked to one of the most powerful organized crime groups in Russia.
