Records and Government return to negotiations in October after meeting without agreement

“A follow-up meeting has been scheduled for October, where the proposal will be presented, and only then will we know the Government’s position, although there was once again an appreciation for the negotiation process,” said Arménio Maximino, the president of the Union of Registry and Notary Workers, which is part of the platform.

Arménio Maximino disclosed that in today’s meeting, the Government informed union structures that it is awaiting the conclusion of a commissioned study on the sector, which will be crucial for the proposal to be negotiated.

“It would have been preferable to have the proposal already, but there is a commitment from the Government to accelerate the negotiation process in the hope of finalizing it before Christmas. We are also confident in that,” emphasized the union leader.

According to Arménio Maximino, negotiations with the ministry must ensure the recognition of workers’ remuneration rights and law compliance, citing the example of the performance and productivity bonus that has been stipulated in legislation since 2018 but remains unregulated.

“It is necessary to make careers attractive so that future public competitions can be filled and not deserted, as has been the trend,” warned the president of the Union of Registry and Notary Workers, expressing confidence that the “Government will align” with the unions’ demands in upcoming negotiation rounds.

Today’s meeting followed a late July encounter between the two parties, where unions presented a counterproposal to the Government that was approved during a national plenary.

In the plenary, according to union data, which led to the closure of 95% of Conservatories and Registry services, workers represented by the platform comprising the Association of Registry Conservators (ASCR), the Union of Registry and Notary Workers (STRN), and the National Registry Union (SNR), decided to reject the Government’s proposal and present a negotiating counterproposal.

At the time, the platform stated that the ministry’s initial proposal in collective bargaining was “ineffective,” claiming it failed to address the sector’s structural issues.

The unions emphasized that the “overwhelming majority of services operate with a lack of human resources,” with some conservatories facing more severe difficulties leading to their closure.

This situation results from a shortage of 146 conservators and 1,987 registry officers, representing a 40% deficit of the necessary workforce, warned the platform.
