Records and Government return to negotiations in October after meeting without agreement

Scheduled for October, the next meeting will present the proposal, at which point the government’s stance will become clear, although there was, once again, an appreciation of the negotiation process, stated the president of the Sindicato dos Trabalhadores dos Registos e do Notariado.

Arménio Maximino noted that during today’s meeting, the government informed union structures it is awaiting the conclusion of a commissioned study concerning the sector, which will be crucial for the proposal under negotiation.

“It would have been preferable to already have the proposal, but the government is committed to accelerating the negotiation process with the expectation of concluding it before Christmas. We are also confident about this,” emphasized the union leader.

According to Arménio Maximino, negotiations with the ministry must ensure the recognition of workers’ remuneration rights and compliance with the law, citing the performance and productivity bonus, which has been stipulated in legislation since 2018 but has not yet been regulated.

“It’s necessary to make careers attractive so that upcoming external contests can be filled and not remain vacant as has been happening,” urged the president of the Sindicato dos Trabalhadores dos Registos e do Notariado, expressing confidence that the government will move closer to the unions’ demands in upcoming negotiation rounds.

Today’s meeting followed an end-of-July encounter between the two parties, during which the unions presented a counterproposal to the government, approved at a national plenary.

At the plenary, which according to union data led to the closure of 95% of Conservatórias and Registration services, workers represented by the platform comprising the Associação Sindical dos Conservadores dos Registos (ASCR), the Sindicato dos Trabalhadores dos Registos e do Notariado (STRN), and the Sindicato Nacional dos Registos (SNR) decided to reject the government’s proposal and present a counterproposal as a basis for negotiation.

At the time, the platform stated that the ministry’s initial proposal, presented during collective negotiations, was “ineffective,” claiming it did not resolve the sector’s structural problems.

The unions emphasize that the “overwhelming majority of services operate with a lack of human resources,” with some conservatories facing even more severe difficulties leading to their closure.

This situation results from a shortage of 146 conservators and 1,987 registration officers, representing a deficit of 40% of the required workforce, the platform warned.
