
“Transforming Portugal because we are not here to endure, manage, or maintain. We are here to dialogue, decide, and act,” stated Luís Montenegro in his opening address during the presentation of the program of the XXV Constitutional Government, which will be debated in parliament between today and Wednesday.
Regarding the reform of the State, one of the ten priority axes of the Government’s program, Montenegro issued a cautionary note.
“It is not about reducing the State, but about restoring its effectiveness and returning its authority,” he said.
