Resignation of the president of Carris? “Had more dignity than Moedas”

The socialist Alexandra Leitão commented on the resignation of the president of the Board of Directors of Carris, Pedro Bogas, a resignation that was presented this Wednesday by the re-elected mayor of Lisbon, Carlos Moedas.

“The president of the Board of Directors of Carris showed more dignity by presenting his resignation, understanding that it was impossible to continue leading Carris after the GPIAAF report, than Carlos Moedas, who did not understand this,” wrote Alexandra Leitão in a post shared on the social network X (formerly Twitter).

“There is still someone who behaves with the responsibility that public positions demand,” concluded Alexandra Leitão, who lost in the last local elections against Moedas.

It should be noted that Carlos Moedas met with Pedro Bogas this Wednesday, after which the CML stated in a communiqué: “In this meeting, the resignation from the position of president of Carris, extended to all other board members of the company, was presented.”

The note continues, stating that “Carlos Moedas emphasizes the professional and courageous manner in which, at the most difficult moment of the mandate, following the tragic accident of the Glória Elevator on September 3, the current Board of Directors defended the interests of the company and, despite offering their positions right from the start, agreed to remain in office.”

The GPIAAF report: What did it say?

The preliminary report from the Office for the Prevention and Investigation of Aircraft and Rail Accidents [GPIAAF], known this week, is at issue. Various conclusions are present in the document, which can be viewed here in full, but among the various failures is the acquisition and use of an irregular cable that did not meet specifications and was not certified for passenger transport. After the results were known, Carris referred the purchase to the previous administration.

The cable in question linked the two cabins of the Glória elevator, and it was this cable that gave way at its fixture point on the derailed carriage, resulting in the death of 16 people, both Portuguese and foreigners.

According to the report, Carris did not detect this purchase error nor managed to explain it. The document also mentioned that the elevators, such as Glória and Lavra in Lisbon, as well as Carris’ trams, are outside the supervision of the Mobility and Transport Institute, being subject only to the oversight of the managing company itself.

The preliminary report results from the Office for the Prevention and Investigation of Aircraft and Rail Accidents are known, indicating among other conclusions that the cable installed was not “the specified” for the system used in the Glória Elevator.

How did Carlos Moedas react? What’s next?

In reaction to the report’s results, Carlos Moedas said on Monday, the day the document was known, that the Glória elevator accident resulted from technical and not political causes.

“Contrary to the politicization some did during the campaign, this report reaffirms that the unfortunate tragedy of the Glória elevator resulted from technical and not political causes,” said Carlos Moedas, in a brief written statement sent to the Lusa agency.

This Wednesday, it was known that the legal representative of the company contracted by Carris for the maintenance of the Glória Elevator will be heard on Thursday. To Lusa, a judicial source indicated that the legal representative MNTC – Technical Engineering Services would be questioned as a witness by the Public Ministry as part of the criminal inquiry initiated after the accident.

The inquiry is scheduled to begin at 09h30 at the Lisbon Justice Campus.
