Solidarity Supplement for the Elderly increases by €40 in 2026. Who is eligible?

The Prime Minister, Luís Montenegro, had previously promised an increase in the Complemento Solidário para Idosos (CSI) for the upcoming year. The government’s intention, included in the proposal for the State Budget for 2026 (OE2026), is to increase this support by 40 euros.

This amount is highlighted today, remembering that the maximum amount an elderly person can currently receive is 630.67 euros.

A week ago, the Prime Minister promised another increase in the CSI in the next State Budget, and should there be room, to again provide a mid-year supplement to the lowest pensions.

During the presentation of Rui Sampaio’s candidacy for the Góis Municipal Chamber, the President of the PSD, Luís Montenegro, addressed pensioners and retirees, noting that under his government, the reference amount for CSI allocation has risen twice and will rise a third time next year.

“When we came to government, it was about 550 euros. We first increased it to 600, then to 630, and by October 10, the country will know how much we propose to increase it for the next year,” he said, referring to the date of submission for the State Budget for 2026, which coincides with the last day of the municipal campaign.

Luís Montenegro reiterated to pensioners and retirees that under his government, the reference amount for the CSI has risen twice and will rise a third time next year.

The Complemento Solidário para Idosos (CSI) is a monetary aid paid monthly to low-income elderly persons, aged at or above the normal retirement age for the general social security pension, which is 66 years and 7 months, and residents in Portugal.

According to Social Security, these are the conditions for eligibility:

  • Having resources lower than the CSI limit value
  • If married or in a cohabitation agreement for more than 2 years: The couple’s resources must be less than or equal to 13,244.00 euros per year and the resources of the individual applying for the CSI must be less than or equal to 7,568.00 euros per year. If not married or in such a cohabitation agreement: Resources must be less than or equal to 7,568.00 euros per year.
  • Residing in Portugal for at least 6 continuous years at the time of the application (see FAQs for specific conditions for those whose last employment was outside Portugal).
  • Eligibility includes holders of:

    – Old-age or Survivor’s Pensions who are at or above the normal retirement age

    – Disability Pension from the general scheme who are not recipients of the Inclusion Social Benefit
  • Not having access to the Social Pension due to income exceeding 209.00 euros for an individual or 313.50 euros for a couple.
  • Authorizing Social Security to access fiscal and banking information (both of the applicant and the spouse or cohabiting partner).
  • Being available to apply for other social security benefits if entitled to (both the applicant and spouse or cohabiting partner).
