Spinumviva client companies profited with the State. Which ones and how much?

Five out of the seven clients listed in a new declaration of interests submitted by Prime Minister Luís Montenegro to the Entity for Transparency have earned over 100 million euros through contracts with the state during the Democratic Alliance (AD) government.

The newly disclosed clients by Montenegro are Rodáreas, the Instituto Técnico de Alimentação Humana (ITAU), Sogenave, Portugalenses Transportes, Beetsteel, INETUM Portugal, and Grupel SA.

The ITAU, INETUM, and Sogenave have a significant commercial history with the Portuguese state, while Beetsteel and Grupel SA have achieved smaller-scale financial gains in the past year.

An analysis indicated that, since April 2, 2024, when the AD assumed office, ITAU entered into a total of 24 contracts with entities relying directly on central government actions or public sector organizations of significant relevance.

These contracts amount to over 53 million euros, with more than half coming from two contracts with the Santa Casa da Misericórdia de Lisboa.

INETUM, a multinational technology consultancy, secured 40 contracts with state entities since April 2, 2024, totaling over 39 million euros.

Sogenave, another company in the food industry, conducted 44 contracts valued at almost nine million euros during the same period.

Grupel SA executed 21 contracts during Montenegro’s government, with the most profitable contract, worth 34,500 euros, signed with the Navy in July 2024.

Lastly, Beetsteel holds two contracts with the state, though none were established during Luís Montenegro’s tenure.

Speaking to reporters on Thursday, the prime minister claimed he had no involvement in the contracts. “These companies’ contracts with the state do not depend on me and never have,” he stated.

The matter arises from a report revealing that clients of Montenegro’s family business have maintained a long-standing relationship with the Portuguese state, generating over 100 million euros since the Democratic Alliance (AD) victory in the 2024 legislative elections.

The newspaper Expresso reported on Wednesday afternoon that the prime minister submitted a new declaration of interests to the Entity for Transparency, unveiling seven new clients of Spinumviva.

The information was reportedly updated late on Monday night. In addition to the known clients of Spinumviva—five in the data protection area (Ferpinta, Rádio Popular, Solverde, CLIP, and Lopes Barata) along with a gas station in Braga—seven other companies for which services were provided were added.

Among the new clients, Rodáreas (Felgueiras-Lousada) and Rodáreas (Viseu) are two companies of the Joaquim Barros Rodrigues & Sons Group, the gas station in Braga, owned by the father of the Social Democratic Party candidate for Braga City Council, who paid Spinumviva 194,000 euros plus VAT for a two-year service. Montenegro stated that he provided corporate restructuring consultancy and strategic planning services for these companies.

For Portugalenses Transportes, in Vila Nova de Gaia, he claimed to have worked on “management and planning consultancy,” while for Beetsteel, in Braga, he provided “business management consultancy.” For the others, he delivered data protection services.
