State Reform with a total expenditure allocation of 140.1 million

The “State Reform Budget Program” outlines a consolidated expenditure allocation of 140.1 million euros for 2026, representing the projected total consolidated revenue and marking a 71.1% increase compared to the estimated execution value for 2025.

The report highlights that, excluding European funds from the Recovery and Resilience Plan (93 million euros), the most significant revenue comes from taxes, totaling 28.4 million euros (60.3%). This is primarily directed to the Agency for Technological Reform of the State (ARTE, IP) to finance Citizen Shops and Spaces, the Single Digital Services Portal, and the entity’s services.

The document also notes “the expenditure of the National Institute of Administration, I.P. (INA), which includes the public administration’s training plan.”

The report states that expenses are also “partially funded by own revenues, budgeted at 15.4 million euros in 2026,” mainly generated from the sale of goods and current services by ARTE. These include the use of Citizen Shops spaces, SMS gateway, digital key mobile authentication, protocols with public administration bodies, electronic certification, and the implementation of the single billing document, stemming from the expansion of provided services.

The Government further explained that “the revenue from European funds, primarily from the PRR, is mainly allocated to projects to be undertaken by ARTE, aimed at improving public service.”

Examples given include “expanding digital interaction between stakeholders and public administration, investing in consular service efficiency, developing sectoral artificial intelligence solutions for public administration, and creating a paradigm for planning and managing cities and territories through data-based public policies, including the development of the Smart Territories Portal.”

“Projects under INA are focused on building capacity in public administration management and technology skills.”
