State workers’ salaries ‘increase’ by 6.4%: How much they earn

Public sector workers’ salaries increased by 6.4% in April compared to the same period last year, reaching 1,863.4 euros, according to updated data released last week by the Directorate-General for Administration and Public Employment (DGAEP).

As stated in the Public Employment Statistical Summary, in April 2025, “the average monthly base salary of full-time workers in the public administration sector was 1,863.4 euros.”

This figure represents a “global average change of +3.0% compared to January 2025, and a year-on-year change of +6.4%.”

The report further notes that “this growth is the result of the combination of several factors, such as: the update of the guaranteed monthly minimum wage to 870.00 euros and the public administration base salary to 878.41 euros, the application of salary enhancement measures approved for public function workers, and the entry and exit of workers with different pay levels.”

Thus, the “average monthly earnings in public administration are estimated, for April 2025, at 2,223.7 euros, representing a quarterly change of +2.6% and a year-on-year change of +6.9%.”

It is also explained that the “year-on-year change results from the increase in the average monthly base salary, as well as most of the other components of earnings (such as regular bonuses and overtime payments).”

State Employment Increases

By the end of June, the public administration sector recorded 760,728 jobs, corresponding to +1.5% (+11,030 jobs) compared to the same period last year, according to the released data.

“Compared to the previous quarter, the increase was 0.2% (+1,692 jobs). Compared to December 31, 2011 (the start of the series), the increase was 33,027 jobs (+4.5%),” it also states.

According to the DGAEP data, the “variation of +1.5% originated mainly from the central administration (+1.3%, representing +7,483 jobs) and the local administration (+3.4%, representing +4,705 jobs).”

“In the regional administrations of the Azores and Madeira and in social security funds, employment decreased by 688, 188, and 282 jobs, respectively, compared to June 30, 2024,” it reads.

Notable Sectors

In the central administration, “the year-on-year increase was primarily due to the governmental areas of Health (+3,656 jobs, of which 1,258 in the nursing career, 667 in the diagnostic and therapeutic technician career, and 606 in the technical assistant career) and Education, Science and Innovation (+3,019 jobs, of which 1,125 in the career of pre-school and basic and secondary education teachers, 829 in the operational assistant career, and 652 in the senior technician career).”

In the “local administration, “the year-on-year change resulted mainly from the increase in public employment in municipalities and parishes,” with “in the municipalities, the increase of 3,837 jobs was mainly due to more workers in the careers of senior technician, technical assistant, and operational assistant,” while “in the parishes, the largest contribution to the increase of 652 jobs was given by the operational assistant career.”
