Strengthened mitigation and adaptation measures to climate change

The proposals included in the State Budget for the upcoming year (OE2026) also aim to operationalize the Interministerial Commission for Climate Action, enhancing adherence to the Climate Basic Law.

The Government also states that municipal climate action plans will be developed and implemented to increase national coverage.

According to the law, these plans were due by 2024, but over a hundred municipalities have yet to present them.

The document presented today by the Government announces that the Environmental Fund will increase support for projects focused on economic decarbonization, energy efficiency incentives, or the promotion of sustainable mobility, as well as in circular economy and water management.

In 2026, the Climate Social Plan will be implemented “introducing new support for decarbonization and combating energy poverty, and the Voluntary Carbon Market will be activated, fully operational, creating financing conditions for multiple projects,” the document states.

For the next year, the Government, in the field of environment, seeks effective results in climate action, water resource management, nature conservation, energy transition, geological resource valorization, and citizen protection regarding noise or air quality.

“Portugal needs a regenerative approach to environmental and energy policies, which involves reforming institutions active in these areas to enhance their action and coordination capability. Ecological restoration, circular economy, green reindustrialization, water resilience, energy sovereignty, and climate neutrality are the immediate future challenges we must be able to implement,” reads the document.
