The president of the National Union of Prison Guard Corps (SNCGP), Frederico Morais, anticipates full participation in the protest between 4:00 PM and midnight. He notes this period only involves shift workers, as fixed-schedule employees, who usually do not strike, are not included.
The prison guards are demanding enhanced security and the return of the principal chief, who was relocated back to Carregueira Prison in Sintra after alleged conflicts with the director of the Tires prison. He had been transferred to the female prison at the beginning of March.
The SNCGP proposed minimal service agreements with the Directorate-General for Public Administration and Employment (DGAEP). These ensure that two hours of outdoor recreation are available daily, which can be consecutive or split; allow one weekly visit; authorize the bar to open once a week; and ensure the transport of children to and from the daycare whose mothers are incarcerated at Tires.
The arbitration panel has stipulated that inmates must have continued access to external company-run labor activities and participate in certified educational programs of various academic levels and ongoing vocational training courses.
