
A resolution recommends establishing “an independent and multidisciplinary mission structure” to objectively and comparatively evaluate the cost of living in the autonomous regions within the national and European context.
The aim is to ensure “plural composition of the mentioned structure, guaranteeing the inclusion of representatives from all parties represented in the Assembly of the Republic,” along with those from the Government and the regional governments of Madeira and the Azores.
The structure should also include academic and scientific entities of “recognized competence in regional economy, public finance, and spatial planning, planning, and territorial cohesion.”
The evaluation must incorporate the “analysis and comparison of real costs” in health, education, transportation of goods and people, construction and housing, alongside energy, supply, food, and essential goods.
A timeline “not exceeding 12 months for the presentation of a final report, based on official data, compared studies, and economic evidence,” is recommended to serve as a technical and political reference for the “reformulation of the State’s public funding model for the autonomous regions,” according to the resolution.
