The government has already delivered 10,000 houses and reaffirms that the PRR target will be met.

In a statement, the ministry reaffirms that the target set within the scope of the PRR to provide families with 26,000 homes by June 2026, through the 1st Right – Support Program for Access to Housing, will be met.

The 1,200 houses to be delivered by the end of July are spread across the municipalities of Alcácer do Sal, Anadia, Lisbon, Moita, Tábua, Melgaço, and Funchal (Madeira).

The 1st Right program was incorporated into the PRR in 2021, with a target of 26,000 homes to be delivered to families living in inadequate housing conditions by 2026.

Delays in the program’s execution and the insufficiency of these homes to meet the identified housing needs led to a reformulation last year, initiated by the government of Luis Montenegro, altering the number of projects and funding sources to ensure all applications had guaranteed funds.

It was in this context that the Prime Minister promised more than double the homes pledged by his predecessor.

The first 26,000 must be completed by 2026 and will continue to receive full non-repayable funding, totaling 2.174 billion euros (PRR and State Budget). Approximately 33,000 more homes will be financed solely by the State Budget, with an allocation of 2.011 billion euros and a deadline until 2030.

In a statement this month in Vila Real, the Minister of Infrastructure and Housing, Miguel Pinto Luz, said the government was working to present measures in September/October this year, in response to a study by the Institute of Housing and Urban Rehabilitation (IHRU), indicating that 250,000 homes are neither on the market for sale nor for rent.

In the statement released today, the government explains that to accelerate the achieving of the PRR target and to unblock applications to the program managed by the IHRU, “Terms of Responsibility and Acceptance with the municipalities have been implemented.”

The government highlights that housing needs are not exhausted by the 26,000 homes foreseen under the PRR, adding that approximately 59,000 applications were submitted to the 1st Right program, which will be completed by 2030.

The 1st Right – Support Program for Access to Housing – PRR aims to ensure decent and adequate housing for the most needy families and the most vulnerable groups, providing public housing through new construction or rehabilitation of existing homes.

The Vida Justa movement demands the government, in an open letter, to adopt “a national emergency housing and resettlement program for families without a home or at risk of eviction.”

In total, the implementation of the 59,000 homes represents a global investment of 4.2 billion euros in public housing, of which 2.8 billion euros are through the State Budget and 1.4 billion euros through PRR funds.

The data was released as in at least two municipalities in the Lisbon Metropolitan Area (Loures and Amadora), demolition operations contested by the Vida Justa Movement are underway.

In Loures, the operations are underway at Talude Militar (68 homes), and in Amadora, notices have been posted for the demolition of 16 homes on Estrada Militar (Mina de Água).
