Two dozen opposition proposals approved on the 1st day of voting.

The PSD and CDS-PP, the parties backing the government, have successfully passed nine amendments to the executive’s proposal, including a pension supplement for 2026, contingent on public accounts.

Meanwhile, opposition proposals aiming to increase pensions were all rejected.

The PS, among the opposition parties, had the most proposals approved, notably one that allows taxpayers to deduct part of the VAT on book purchases and cultural event tickets for IRS purposes starting in 2026.

The socialists received approval for a special pension supplement increase for former combatants and for an IRS exemption on compensations and subsidies paid to volunteer firefighters. A similar proposal by PSD/CDS-PP was also approved.

Additionally, a PS proposal to allocate budget funds for municipalities to rehabilitate schools was passed.

The PAN party had six measures approved, including a proposal to increase allowance values for employees of the Ministry of Foreign Affairs working abroad in 2026.

The parliament also passed three other proposals from PAN, such as the inclusion of domestic violence victims in the Porta 65+ program and the ability to report the crime of invasion of privacy via the Queixa Eletrónica portal.

The Livre and the PCP each managed to pass three measures on this first day of voting. The communist bench succeeded with two proposals aimed at security forces, specifically setting a deadline for the payment of remunerated services to PSP and GNR professionals.

Proposals from Livre included implementing a ratio of one psychologist per 500 students in public schools and securing funding for Community Mental Health Teams.

The BE had only one initiative approved, aiming to create a work contract model that strengthens labor rights for researchers.

In the closing stage of the voting, Chega secured its first proposal’s partial approval. This measure entitles families of children with cancer living more than 100 km from the treatment center and requiring frequent visits more than once a week to receive monthly travel and accommodation subsidies up to a maximum of 0.5 of the IAS, when there is no available temporary accommodation.

Among the afternoon’s votes, Chega’s proposal to ban public funds for the construction of mosques was rejected. The CDS-PP and PAN abstained, while only the proponent voted in favor, with all other parties voting against.

Despite the morning’s Constitutional Affairs Committee opinion labelling the proposal unconstitutional, the Budget and Finance Committee Chairman, Chega’s Rui Afonso, defended its submission to voting, stating that it was not within their purview to overrule the plenary and the Constitutional Court.

The Liberal Initiative and JPP did not see any of their proposals approved on this first day of specialty voting.
