Union of Registries and Notaries considers Government’s proposal a “setback”

In statements following a series of meetings with various representatives from the registries and notary sector and the Minister of Justice, Rita Alarcão Júdice, Arménio Maximino, President of the STRN, described the proposed offer as a step backward, arguing it fails to address the sector’s issues and does not align with the policies the PSD supported in 2023 when it was in opposition.

Today, unions in the registries and notary field met with officials from the Justice and Public Administration sectors to negotiate the special careers of registry conservators and officers. These negotiations initially commenced at the beginning of the year but were halted in May due to the government’s fall and ensuing legislative elections.

Maximino accused the government of hypocrisy for disregarding the urgent measures that the PSD, under the leadership of António Costa, once considered essential.

He confirmed that the STRN would submit a counterproposal and warned that without a reconsideration from the government, more severe forms of protest, including strikes and demonstrations, would be inevitable.

Maximino urged the PSD/CDS-PP executive to implement the measures it advocated in 2023, emphasizing that doing so would bolster the credibility of democratic institutions.

He noted that intensified protests would aim to prioritize government policies addressing issues affecting citizens, businesses, and the economic sector.

Following an initial meeting on February 11, the Ministry of Justice announced an agreement with eight representative unions for a negotiation protocol aimed at revising the remuneration status and career evaluation models.

Tuesday’s negotiations included Minister Rita Alarcão Júdice, Secretary of State for Public Administration Marisa Garrido, and representatives from nine union structures.

The unions involved were: ASCR, FNSTFPS, SNR, SINTAP, FESAP, STFPSN, STE, STRN, and PRAS.

The registries and notary sector has recently been highlighted due to its inability to handle nationality requests, a situation the Workers’ Union of Registries and Notaries anticipates will worsen with the government’s legal amendments.

The union estimates around 700,000 pending requests within the registries and notaries services. However, official figures from the Justice Portal indicate approximately 515,000 pending requests at the Institute of Registries and Notaries (IRN) during the first half of the year.

The union also highlighted a shortage of 266 registry conservators and 1,867 registry officers, attributing unfilled positions in recent competitions to the lack of career appeal.
