When is the final report? This is the investigation schedule for the blackout.

The Entidade Reguladora dos Serviços Energéticos (ERSE) has released an explanatory document on the investigation into the Iberian blackout that occurred on April 28.

The document indicates that the final report is expected to be completed by the end of September 2026.

ERSE outlined the following timeline:

  1. Each ORT must report the incident as classified according to ICS criteria;
  2. No later than six months after the incident concluded, the panel of experts will prepare a factual report serving as the basis for the final report – specifically, by no later than October 28, 2025;
  3. The final report on the incident’s investigation must be published by the date of the ENTSO-E Annual ICS Report for 2025, specifically no later than September 30, 2026.

“The final incident report is the responsibility of the appointed panel of experts and will be published by ENTSO-E on its website. Additionally, ENTSO-E will publish an annual report by September 30 each year on its website, detailing operational security indicators based on the Incident Classification Scale, which will include information on this incident,” added ERSE.

For example, “the incident that occurred on June 21, 2024, in the Balkans had its final report prepared by the appointed panel of experts on February 25 of this year,” noted the regulator.
