Works of terminal 2 at Lisbon airport completed in October

The head of the Infrastructure, Mobility and Housing Commission announced that Terminal 2 will open by the end of October this year, affirming that the initial schedule for the improvements at Portela is proceeding as planned.

The ongoing improvements and expansion efforts are led by the airport’s concessionaire, ANA, aiming to increase capacity from the current 38 to 45 movements per hour by 2028.

The renovations at Humberto Delgado Airport, awarded to the consortium of Mota-Engil and Vinci, involve an investment exceeding 233 million euros. These measures are intended to alleviate the current congestion until the new Luís de Camões Airport in Alcochete becomes operational.

Earlier this year, the Public Prosecutor’s Office filed an action with the Supreme Administrative Court challenging the absence of an environmental impact assessment (AIA) for the first phase of Portela’s improvement works, which also include an expansion of Terminal 1 and the establishment of new aircraft parking stands.

Conversely, the Portuguese Environment Agency (APA) argues no environmental assessment is required at this stage, as it does not alter the infrastructure’s capacity. They propose conducting a study only for the capacity increase in flights, a stance supported by ANA and the government, who contested the administrative action at the time.
