
The chapter dedicated to Foreign Affairs, overseen by Paulo Rangel, in the program of the XXV Constitutional Government includes the creation of the ‘Voltar’ program. This initiative comprises a set of incentive measures for all Portuguese citizens, whether active workers, investors, or retirees, to return to Portugal.
The document does not provide further details about the initiative, which is expected to follow the ‘Regressar’ program. Launched by the government led by António Costa (PS) in 2019, this program remains in effect until next year and offers financial and tax support to facilitate the return and integration of emigrants in Portugal.
Another measure planned in the new administration’s program, the second under Luís Montenegro (PSD/CDS-PP), is the development of a Portuguese language strategy for Timor-Leste, the only Portuguese-speaking country in Asia and a member of the Community of Portuguese Language Countries (CPLP).
Furthermore, the Government seeks to revise the legal framework of Portuguese education abroad and, “in particular, to mitigate difficulties in recruiting teachers.”
