
According to the document submitted to Parliament today, the Government aims to conduct a comprehensive assessment of workers across various sectors and functions. This is to anticipate needs and identify redundancies, thereby promoting an active policy of worker redistribution within the direct and indirect administration of the State.
The program outlined by the executive led by Luís Montenegro includes several measures aimed at public administration employees.
Thus, the Government plans to “complete the review of public administration careers as agreed with the union structures representing the general careers of the Public Administration”. It also aims to enhance the value of managerial positions and highly qualified employees, particularly in areas where the salary gap with the private sector is larger, and to adopt mechanisms to attract highly qualified young individuals to public administration, offering them “rapid progression paths.”
Additionally, the Government intends to develop and generalize practices of material compensation for workers based on individual and service performance, progressing towards a simplified evaluation system that provides autonomy and responsibility to evaluators and gives greater weight to performance as a criterion for progression rather than seniority.
The program also plans to “promote excellence in training and qualification to improve the technical and managerial quality of Public Administration staff” and “enhance continuous training and digital literacy, promoting social inclusion and equitable access to public service modernization.”
