The Porto City Council is discussing on Monday the transfer of the surface right of a plot of land in Campanhã to the Cooperative of Economic Housing (CETA), which intends to build two housing blocks with 20 homes each.
In theproposal, consulted this Thursday by Lusa, the councilman in charge of urbanism, Pedro Baganha, says that the cooperative has requested the transfer of the surface right of two lots, integrated in the land located on Avenida Francisco Xavier Esteves, in the parish of Campanhã.
According to the councilman, in the two lots, with a total area of 2,200 square meters, CETA intends to build “two housing blocks, at controlled costs, with 20 dwellings each, destined exclusively for the cooperative members”.
The transfer of the surface right implies the payment of 414,250 euros, which, according to Pedro Baganha, will be paid in 20 annual installments by the cooperative.
If the cession is approved, the surface right will be constituted for a 70 years period, from the deed accomplishment date, being extendable for 35 years “since the interested party manifests interest in that sense”.
Pedro Baganha also clarifies that the municipality authorizes the execution of the works “without prejudice of the submission to previous municipal control” and that the projects for the licensing of the constructions should be presented within a period of six months.
Subsequently, the works should begin six months after the licensing permit is issued and be completed within three years, and this can be extended “if a guarantee of its execution is given.
In the proposal, which will be discussed by the executive in Monday’s public meeting, the councilman also adds that CETA will not be able to alienate the surface right of the land “without written authorization” from the municipality and “never before 20 years have elapsed since the issuing of the usage permit for these constructions.
After the vote of the executive, the proposal will follow for consideration of the Municipal Assembly of Porto.
