The “Mais Habitação” initiative, championed by the government, was designed to solve Portugal’s housing crisis. However, its introduction sparked intense debate, particularly around forced rentals and local housing. These discussions overshadowed other essential proposals, complicating the search for a unified housing solution.

President Marcelo Rebelo de Sousa’s decision to send the “Mais Habitaco” package back to the assembly without his support could change all that. At the beginning of March, he had warned of the potential dangers of an over-optimistic approach and the possibility of not achieving the desired objectives.

Gold visa applications still accepted thanks to the President’s veto The draft decree must be voted on again in parliament due to the President’s veto.

The Socialist Party-led government, which has a majority in parliament, may in the future approve the law after two votes, even if the President vetoes it.
